According to some Dutch sites and GameIndustry.biz sites, Diablo Immortal has been banned in countries such as Belgium and the Netherlands before it even came out. Both countries, as we know from some examples before, consider the use of Lootbox as gambling and do not allow such games to be published in the country. Previously, lawsuits and bans were made regarding the sale of packs included in FIFA Ultimate Team.
Diablo Immortal has also been banned in both Belgium and the Netherlands due to countries’ laws on Lootbox boxes. This news was confirmed by Activision’s Blizzard Benelux communications manager. Moreover, pre-registration for the game’s mobile release and PC beta is now claimed to have been withdrawn in both countries.

“Unfortunately, players in the Netherlands and Belgium will not be able to install Diablo: Immortal due to the countries’ gambling restrictions. Lootbox boxes in the game are against the laws in your country, so the game will not be released unless the gambling restrictions change. It will be illegal to download the game in another country, such as France. If you manage to run the game, I can’t guarantee you won’t be banned for it.”
