To strengthen PokeStops, you need to be level 20 in the first step. After this level, you will need to scan PokeStop with the AR feature that opens. Niantic has added various levels to this system in order to make Pokemon Go as social a game as possible. For example, if 10 people scan PokeStop with you, it goes to the second level. When a total of 25 people scan, you can reach the third level.
